Some of the provinces (autonomous regions, municipalities) use the base measurement algorithm or quantitative measurement algorithm for the next year's total mining control indicators. In the first quarter of each year, the Ministry will issue the annual indicators to the competent departments of land and resources of the provinces (autonomous regions and municipalities), and the indicators shall not be used across the year.
The third is indicator management. After the mining total control index is decomposed, the mining enterprise shall sign a letter of responsibility with the competent land and resources department at the county level to clarify the rights, obligations and liabilities for breach of contract. The Ministry conducts verification of the implementation of indicators throughout the country and reports on the implementation of annual indicators.
