From September 9th to 10th, the meeting on energy conservation in the petroleum and chemical industry and the establishment of the Resource Saving Promotion Committee was held in Beijing's Great Hall of the People. Li Yongwu, president of the China Petroleum and Chemical Industry Association, made a report on the work of the conference. Li Yongwu pointed out that according to the “Eleventh Five-Year Plan†outline, the energy consumption per unit of GDP should be reduced by about 20% from the end of the “Tenth Five-Year Plan†by 2010, and the energy consumption per unit of GDP should be reduced by 4% this year. However, from the first half of this year, the petrochemical industry saw a rise in energy consumption, which rose 8.7% year-on-year. The task of energy conservation in the oil and chemical industry is very arduous. To achieve the energy conservation goals of the “Eleventh Five-Year Plan†outline, comprehensive measures must be taken to achieve a multi-pronged and multi-pronged effort. Li Yongwu proposed concrete measures for catching energy conservation in the following seven aspects: ideological understanding, structural adjustment, key projects and enterprises, technological progress, publicity and training, and energy conservation management.
It is understood that at present, the energy consumption per unit of petrochemical and chemical products in China is 10%~25% higher than the international advanced level, and the energy consumption per unit of GDP in China is 3 to 4 times higher than the average in developed countries. An important reason for this gap is that for a long time we have focused on primary products with high consumption of production resources, low technological content, and low added value. Therefore, energy conservation must grasp structural adjustments. Li Yongwu emphasized in his report that for high-energy-consuming industries such as nitrogen fertilizers, soda ash, caustic soda, calcium carbide and yellow phosphorus, it is necessary to increase economic scale and reduce energy consumption through structural adjustment, technological transformation, enterprise integration and product extension. For chromium salts, pesticides, dyes and other industries, we must strictly enter the conditions to increase pollution control efforts. For high energy-consuming products with excess capacity, we must resolutely implement the measures that the country has introduced to reduce pressure.
The conference commended China Petroleum Daqing Oilfield Co., Ltd. and other 86 energy-saving advanced units, Beijing Ziyuwan Technology Co., Ltd. and other 22 energy-saving service advanced units and the country's 94 advanced energy-saving individuals (see the list of awards see seven editions).
