·Automobile production enterprise and product production consistency management work conference held in Beijing

On March 24, 2016, the Equipment Industry Division of the Ministry of Industry and Information Technology held a conference on the coherence management of automobile production enterprises and product production in Beijing. The meeting invited the relevant departments of the Ministry of Environmental Protection, the Ministry of Public Security, the Ministry of Transport, the General Administration of Quality Supervision, Inspection and Quarantine. In order to further improve the automobile production enterprise and product access management system, strengthen the construction of the credit system of the automobile enterprise, and strengthen the post-event supervision, the Ministry of Industry and Information Technology issued the "On the further strengthening of automobile manufacturing enterprises and product access management" on March 11 Notice of the matter (the Ministry of Industry and Information Technology [2016] No. 95, hereinafter referred to as the "Notice"). At the meeting, the Equipment Industry Division conducted a detailed interpretation of the background of the "Notice" and the corporate integrity and self-discipline commitment system, strengthening production consistency management, and strengthening the management of motor vehicle ex-factory certificates.
Relevant departments introduced the key work ideas and requirements for 2016 according to their respective job responsibilities. The Ministry of Environmental Protection interprets the implementation time of the national five emission standards, requiring automobile production enterprises to strictly implement relevant standards and regulations to ensure that the production and sales of vehicle products meet the national five emission standards. The Ministry of Public Security introduced the violations of various types of automobile products discovered by the traffic control department during vehicle registration and traffic accident handling, and stated that the next step would be to publicly expose violations of laws and regulations and investigate the criminal liability of illegal subjects. The Ministry of Transport, the General Administration of Quality Supervision, and the State Certification and Accreditation Administration introduced the work of automobile maintenance technical information disclosure, product recall, and 3C quality certification revision.
At the meeting, Deputy Director Zhai Guochun emphasized that automobile production enterprises must fully understand the importance and necessity of building an enterprise credit system, strengthen the integrity and self-discipline, and earnestly do a good job in production consistency management. In the next step, the Ministry of Industry and Information Technology will speed up the construction of credit information platform for automobile production enterprises, and incorporate it into the national unified credit information sharing and exchange platform as required, and strengthen the supervision of the production of automobile products. The enterprises will be included in the “blacklist” for illegal and untrustworthy enterprises. Establish a multi-departmental and inter-regional credit linkage reward and punishment mechanism to build a fair and honest market environment.
