Starting from the day, all diesel vehicles and heavy-duty gasoline vehicles registered in Shanghai with other license plates (including foreign provinces and municipalities) will have “air pollutant emissions must meet the national fourth-phase emission limitâ€. Vehicles that fail to reach the fourth stage emission limit will “stop registeringâ€.
Yang Jiechi, deputy secretary-general of the National Passenger Vehicle Market Information Association, told the Daily Economic News reporter that more stringent motor vehicle emission standards will be the first to be implemented in the domestic central cities, and then gradually implemented throughout the country. However, he believes that "Compared to the central city, the National IV standard is very difficult to implement in other small and medium-sized cities, so the specific emission control effect is difficult to predict."
In Yang Zaifu's view, the "impeding resistance" mainly comes from oil product matching and technical support. According to him, diesel vehicles in many domestic cities are still using state III or even State II fuel standards, which will directly hinder the actual implementation of emission upgrades.
In fact, because of the difficulty in matching oil products, the time for implementation of National IV emission standards has been repeatedly postponed. At the beginning of last year, the Ministry of Environmental Protection stated that the delay in the implementation of the standard stated that “since the current supply of automotive diesel fuel to meet the requirements of the National IV standard is still not in place, the implementation progress of the National IV standard has been severely constrained. To ensure the implementation of the standard, the actual fuel supply is based on the vehicle. It is decided to divide the model and sub-region to implement the national IV standard."
In April of this year, Nanjing implemented national IV standards for light diesel vehicles and heavy-duty gasoline vehicles. However, due to the insufficient supply of national IV oil products, local media have advised local citizens and institutions to purchase “National IV†models that can use State III diesel. ".
In addition, in terms of technical support, Yang Zaiyu pointed out that for heavy vehicles, upgrading from State III to State IV is more difficult than upgrading State II to State III. The related supporting facilities in China are incomplete, which will affect the later use of the National IV vehicles.
