On April 23, the environmental protection department of Jiangxi Province learned that the revising of the “Regulations on the Prevention and Control of Environmental Pollution in Jiangxi Province†has now entered the consultation stage and new regulations will soon be formed. The three “pollution limit orders†in the “Regulationsâ€, “Limitations, Plastic Limitations, and Sound Limitations,†are the highlights of this revision.
"Limitations" will be more rigid. For the first time, the "Regulations" stipulate the government's energy conservation and emission reduction targets in the form of laws. The provincial environmental protection department will report the results of the province's assessment to the provincial people's government before the end of March each year. The people’s government of cities and counties that have not passed the assessment shall propose rectification measures within one month and copy them to the provincial environmental protection department. Within one year, the environmental impact assessment of all new pollutant discharge and construction projects in the area shall be suspended.
"Limited plastic" was incorporated into the regulations. The "Regulations" stipulates that shopping malls shall not provide plastic packaging bags free of charge. This is the first step in the management of "white pollution" legalization. Production enterprises should adopt measures such as recycling of packaging materials and paper products to reduce the use of packaging materials and the production of packaging waste. Enterprises that produce, sell, or import products and packaging items that have been listed in the mandatory recycling catalog shall be responsible for the recovery of packaging waste. Catering services must not use non-degradable disposable tableware.

The provisions stipulated by the public security department solved the situation in which the citizens' complaints were not available, and detailed provisions were made on the definition, management and requirements of noise.
