FBI Perspective Radar: Penetrating the Wall to Detect Human Breathing

The terrorist attacks in Paris in France in the New Year brought a wake-up call to the police of the entire world: The interior will be the main battleground for future counter-terrorism operations. In order to deal with the ubiquitous walls and paralysis, the police need a new type of equipment that can be clearly seen. According to U.S. media reports, at least 50 law enforcement agencies in the United States secretly equipped such a new type of police radar. It can see the movement of people inside the house through the walls, leaving terrorist organizations with nowhere to hide. However, the local public opinion in the United States also expressed its concern. They believe that the U.S. government has expanded surveillance and will threaten the privacy of the people.

This radar is quite small and can be hand-held by a single person. It is called Range-R and is manufactured by L-3 Communications. The radar is powerful enough to detect movement and breathing of all human beings within a radius of 50 feet (about 15.2 meters). The microwaves they emit can penetrate one-foot-thick concrete walls to detect behind-the-scenes terrorists. As for wood, glass, etc. The other material is all but trivial—with one exception, metal walls do not, because metals absorb waves. The Range-R has a field of view of 160 degrees and it takes only a few seconds to scan all corners of a house.

The Range-R perspective radar is priced at US$6,000. Manufacturers stated that the Federal Law Police had begun purchasing perspective radars in 2012, which cost at least US$180,000 so far. They have sold about 200 radars to 50 law enforcement agencies. The United States Federal Bureau of Investigation (FBI) and the Federal Bureau of Police and other agencies equipped such perspective radars two years ago, but their use was neither reported to the judges nor explained to the public. The use of radar remained unknown until the federal appeals court in Denver said in December last year that the police had entered a home to perform an arrest mission and used a perspective radar .

However, the perspective radar of such whisper-quiet equipment has caused American media skepticism in terms of legal and privacy protection. The U.S. Supreme Court ruled that the absence of a search warrant on the use of a perspective radar or thermal imager to scan private homes is an abuse of power. The American Civil Liberties Union said that the problems caused by the perspective radar are very serious. Activists and judges have expressed concern that the perspective radar may be abused by law enforcement agencies.
