Escape the fog of the environment, industry associations pursue role positioning (1)

In recent years, the unclear positioning of roles has been puzzling the development of domestic industry associations (including chambers of commerce, hereinafter referred to as industry associations). With the development of market economy and the transformation of government functions, the "triangle of government-industry association-enterprise" market pattern is forming. Taking this as an opportunity, many domestic industry associations actively seek for a role in the reform and their influence has been significantly improved.

Serving Industry for Business

Chen Shujin, vice president and secretary-general of the China National Textile and Apparel Council, positioned the China Textile Industry Association as a "service" for these years. He explained that since the withdrawal of the former Ministry of Textile Industry in China in 1999, the China Textile Association has assumed responsibility for the stability and development of the textile industry. They have profoundly realized that as long as they sincerely serve the industry and enterprises, the association will certainly have vitality and cohesion.

Chen Shujin summarized the "service" work of the Textile Industry Association into two categories: one is guided service and the other is field service.

Guided services: If the association organizes and publishes the "Eleventh Five-Year Plan" for the development of the textile industry, outlines the development of science and technology in the textile industry, analysis of the economic performance of the textile industry, early warning systems for the chemical fiber industry, trends in textile and apparel products, investment orientation, and enterprises Self-discipline activities, staff skills competition, etc., strive to use the status of industry associations to guide the industry to meet the international development trend, in line with national economic development requirements, in line with the overall interests of the industry on the track.

Field-based services: For various provinces, cities, regions, and companies conducting various consulting activities, holding various domestic and foreign exhibitions to help companies develop markets, establish textile industry cluster regional pilots, help achieve industrial upgrading, carry out personnel training, and hold various Technical exchanges, the formulation of standards to help enterprises in the construction of information, diplomatic issues related to the settlement of trade frictions, these are directly for the industry, companies to provide real services.

Wu Rongkang, executive vice president of the China Coal Industry Association, believes that only if companies feel that industry associations are truly their own "homes," industry associations can give full play to their influence and cohesion. According to reports, in recent years, the China Coal Industry Association has helped companies research and formulate development strategies and plans, solve technical problems, improve technology levels, publish various types of information focused on market information, coordinate the resolution of economic conflicts among different industries, and the entire industry. Problems such as attracting talents, investing safely, and transforming the aging mining area have all been recognized by the majority of member units and enterprises.

Wu Rongkang stated that in representing the interests of enterprises, China Coal Industry Association has grasped several principles:

The first is in line with the principle of national guidelines and policies. In recent years, the China Coal Industry Association has passed the “reports”, “letters from the people”, and “policy advice” to reflect the company’s problems to the leaders of the State Council and the relevant ministries and commissions of the State, such as unreasonable burdens, increasing input, and rectifying the mining market order. The reasonable adjustment of coal prices, etc., are in line with national laws and regulations and are in line with the country's guidelines and policies.

The second is in line with the principles of market economic law. Industry associations not only reflect difficulties and problems, but more importantly, they must propose ideas and methods for solving problems according to the laws of market economy, and help and guide enterprises to use the rules of market economy to change the old economic growth patterns.

The third is to meet the principle of benefiting the sustainable development of the coal industry. The association will not accept any enterprise requirements that do not meet the conditions for handling the mine, do not meet the environmental protection, and do not meet the industrial restructuring, and pass the normal work of the association from the source (such as mining order rectification, resource review, mine planning, system certification, etc.) Give a veto.
